     My guess would be that it is adjustable to hold more/less fuel.  This 
     would allow it to be adjusted to dampen out the particular fuel 
     system's fluid harmonics [my engineering schooling is coming out again 
     ;)].  The harmonics are determined by the injector, fuel pump, fuel 
     line sizes, etc of the particular system.  Just my thoughts.
